Вопрос такой: можно ли имея такой регулятор на борту использовать еще одну дополнительную отдельную батарею для питания приемника?

Да.
Просто вытащить из штекера, который к приёмнику идёт, средний (красный) кабель, и заизолировать его. Питание на приёмник из регулятора тогда не будет подаваться
